This error occurs when using the Innoship service without filling in the External Location ID in the Innoship configuration screen in xConnector.
This ID is numeric (not text) and is provided by an Innoship contact person.
To fill it in , go to:
xConnector → Profile → Connected services → Innoship → External Location ID
